Expression of Interest with Moray Council
Expression of Interest for Moray’s Leisure and Libraries Service contract


Moray Council are seeking the views of interested parties in the operation of its sports, leisure and Library facilities along with community centres and sports development services.

We consider that there is significant potential for an experienced and innovative leisure operator to increase income and reduce operating costs, whilst retaining affordable access to a range of combined services for our residents.

We have prepared a prospectus which provides more detail about the facilities. A supplementary questionnaire is provided which we ask participants to complete and return by the 5th August 2019.

Topics within the questionnaire include, but are not limited to, procurement route, contract length, allocation of major revenue, operating and property risks, indicative savings and options for new arrangements given the scope of services involved in this exercise.

Moray council is determined to pursue an agenda that puts the customer and resident central to all our activities and investment. Therefore, this really is an exciting opportunity to become involved in delivering our services across a whole range of facilities.
